It's possible that you will not qualify at this time, but perhaps not for the reason you suspect. A surrogate mother does NOT need to be in a committed relationship or marriage in order to become a surrogate. As long as she meets the health and financial qualifications and is raising at least one child she has given birth to, and has a support system in place, a single woman is more than able to become a surrogate mother.
Your situation, however, may be a little different. You'll need to discuss this with an agency that accepts surrogates in your state, or an attorney who practices surrogacy law in your state.
You see, your husband is required to sign the surrogacy contract. If he is still your husband, and for some reason would be against this, it could make it impossible for you to become a surrogate until/unless you opt for a divorce.
Also, if your financial situation is unstable due to the separation, this could cause your ability to become a surrogate to be placed on hold until you are in a better situation.
But most importantly, if you are currently in a separation, this can cause stress. Stress is a major no-no in surrogacy, as a body that is stressed out has less of a chance of conceiving and carrying a child. There is a greater chance of miscarriage and failed transfers from a surrogate in a stressful situation. Your "level of stress" is a standard question on most agency applications, and I have been asked this question by each set of intended parents I have worked with.
This might not be the best time for you to pursue surrogacy. Give it time. Get through these current hurdles in your life, and then help another couple become a family.

Is your cousin 21+?
Has she given birth before?
If you are NOT going to compensate her, and you are NOT going to use Medicaid for the surrogacy but you personally will be paying out-of-pocket for all of her medical expenses during pregnancy and delivery, you will most likely be able to do it, assuming she qualifies health-wise. Its a little different with family helping family when the surrogate is NOT compensated.
You still need a lawyer.
