I feel like the previous questions don't quite answer my specific question on insurance. I live in Massachusetts where every person is required to have insurance. If their job does not offer insurance, they are forced to take state funded insurance. Since I'm in this category, I don't know why I can't be a surrogate based on my insurance. It's not my decision. I'd either have to accept the state insurance or pay hundreds of dollars in fines. Does this change the eligibility?

Each state has its own laws, whether that is in regards to insurance, to surrogacy, or to anything else.
The problem with "state sponsored insurance" is when its a no-income woman on other state services, (ie, welfare, food stamps, etc).
But there are other instances where insurance obtained through the state is OK. For example, my mother worked as a school nurse and was a state employee. Therefore, her insurance was "through" the state. And our military friends also have governmental insurance policies (which, oddly, are great for surrogacy).
I do not know Massachusetts' specific qualifications, rules, etc. What you will need to do is to contact a surrogacy attorney in Massachusetts (or who works in Massachusetts) and see if your insurance would work for surrogacy.
Its terribly difficult in surrogacy (and probably with almost anything in life) to make a blanket statement and expect it to cover every single set of circumstances. In this case, the best think to do is to seek legal council.
And actually, it is highly recommended that every surrogate mother and set of intended parents bring the surrogate's health insurance policy to a lawyer before proceeding, irregardless of where that policy comes from. Better safe than sorry.
