Gestational surrogate

Gestational surrogate? My husband and I have had 4 failed IVF transfers and are looking towards gestational surrogacy for our remaining frozen embryos. My best friend has come forward and offered to be a gestational surrogate. What would be our first step to get the process going? Do we need a lawyer?
