I just turned 42 and is afraid that I would have a hard time getting pregnant because of my age. So my cousin is willing to carry the baby for me using one of my eggs. How much does this procedure cost. If my cousin is willing to be my surrogate.

The costs of surrogacy are really all over the place. There are many different factors to consider. Is your cousin taking a fee or is she going to do an altruistic surrogacy? Where do you live? How close is your IVF clinic? What are their rates? Does your cousin have medical insurance that will cover the pregnancy?
Surrogacy is very expensive. For gestational surrogacy, the best general price range I can give you (and yours could be significantly less or more than this) is $50,000-100,000. And that is with no guarantee of a child in the end.
Are you certain that you could not get pregnant? Your opening sentence was quite vague. If that option is still available, I would suggest trying yourself, first, before considering a surrogate mother, even your cousin. I have many friends who have started their families in their forties, and have 3-4 kids each.

Well, whether you "have to" pay your surrogate or not depends on whether she is willing to do it for free or not. There are no rules that say you must pay your surrogate. Often, family and friends will act as a surrogate and not take compensation.
But, there are rules that say you have to go to court. If you don't, the baby is legally your friend's.
And, even if you do not compensate your surrogate, you will still have to pay for the surrogacy: medical procedures, doctors visits, birth, court fees, attorneys, complications, IVF/AI, etc. It usually still runs tens of thousands of dollars.
