Husband is paralyzed

My husband is paralyzed and wAs told he can't have children. Can he and I use a surrogate to have a baby that is our's?

A surrogate is used for medical reasons when the mother is unable to have children, not the father. A sperm donor is used when the father is unable to have children. You're talking the difference of a few hundred dollars verses tens of thousands, perhaps even a hundred thousand dollars.

If he is unable to have children, then you would find a sperm donor and get pregnant yourself via artificial insemination. No need for a surrogate at all. Check the local sperm banks in your community.
