Reply by Rayven: Trying to go into a surrogacy journey without medical insurance is difficult. To my knowledge, only one company writes a policy specifically for surrogacy journeys.
It is Lloyd's of London, and the policy does not come cheap. It has a very large premium, a very large deductible, and when all is said and done, tacks on tens of thousands of dollars to a journey.
If you do not have medical coverage through your employer, the best thing to do is to call up independent insurance agents in your area and find a policy that would work for you, that does not have a surrogacy exclusion.
Before purchasing the policy, show it to your attorney. These policies are much more reasonable in cost, but do not specifically cover surrogacy. Instead, you'll be looking for one that does not exclude surrogacy.

For those who have exhausted the ability to purchase health insurance for their surrogate mother, or those who thought they had it covered and found out after pregnancy that surrogacy was an exclusion, the other option you have (as opposed to paying for the whole thing out-of-pocket) is to subscribe to a discount health savings program.
I have found (and personally use) a good program, that is inexpensive, does not have any preexisting conditions, and offers a 40-60% savings on maternity expenses. The card also covers the rest of the surrogate's family for dental, prescription, vision, and medical expenses.
