My sister had an unplanned pregnancy and since i am unable to get pregnant we adopted that child and now we are talking about her being a surrogate and using a "turkey baster" with my husbands sperm. Do we still have to go through all the legal stuff? Where do we start and shere can we purchase insurance for her? PLEASE HELP! THANKS!!

Just as you most likely needed an attorney for your adoption, you will most likely need one for your surrogacy, even if the surrogate mother is your sister.
This is, however, one of the rare exceptions to the "everyone needs their own attorney" rule. You could probably get away with just one attorney overseeing the legal paperwork. But do make sure you contact an attorney to get it done correctly for your state.
As to medical insurance, you will want to contact local insurance agents, call around, and have them get the best deal for you. This varies so much by area. There is no one "good" place to get insurance from. The insurance will most likely be your largest expense.
