with a TS if it is not working can natural insemination be an option

By "natural insemination" do you mean sex? If that is what you are talking about, then no, that's not surrogacy; it's swinging. Not something that EVER happens in the surrogacy community.
Surrogacy is, by definition, about finding a stand-in for your partner to handle the pregnancy and deliver the child you and your partner desire. With TS natural insemination is always an option but poses problems both for surrogates which may have difficulty in compartmentalizing the natural insemination process and for partners for whom this method may raise ethical dilemmas. With any surrogacy partners need to take steps to contractually assure their claims, natural insemination makes these all the more important given the assumptions of the conception method. Many in the surrogacy community do not see natural insemination as a legitimate or legally defensible method and the is a general movement away from TS even as incorporating a partners genetic material becomes easier. However, while many find value judgements easy to make in this context there are others outside of the community which see all surrogacy as highly immoral. Talk to an expert before choosing the method you and your partner feel is appropriate.
